San Rafael is a borough of San Luis, located in the centre of the city. Along with El Centro, Cuerabaca and Pasadiso, San Rafael is considered to be at the heart of San Luis. Out of these boroughs, San Rafael is considered the city's historical heart, with many of the city's historic buildings. San Rafael is also home to Plaza de la Independencia, where Prasia's declaration of independence was made in 1823, Palacio Echeverria, the residence of the President, and Parque Alvear. More recently, San Rafael has become an important cultural area of the city, with many museums and theatres concentrated in the borough.
